Complex Process

To the uninitiated, airline certification in the United States is a very complex process. The coordination of all of the personnel, facilities, manuals and events necessary to gain the approval of the FAA to make that first revenue flight is a daunting process. Since the late 1990s, it has become even more complex to complete. The average time quoted by the FAA in 2004 was 18 months. That figure did not count those that got frustrated and folded their tents. The road to airline certification is littered with the remains of would-be airlines.

FAA Process Reconfiguration

Airline accidents and near-accidents in the 1990s caused the FAA to rethink their airline certification process. They realized that it was not enough just to require compliance to the regulations. They changed their certification and surveillance approach, focusing on whether the airline and its personnel has a pro-active safety culture and has incorporated the systems safety attributes into its policy-procedure manuals. This approach also involves a continuous methodology for the identification of hazards, then assessing and mitigating their risk to the operations.
