We are often asked for advice on the most rapid ("fastest-track") methods to implement an effective safety oversight program country (ICAO State). That same request is usually based on a country's need to revamp their safety oversight program so that it will "pass" an evaluation audit by the United States Federal Aviation Administration. The immediacy of the country's need is usually the result of the FAA's categorization of the country's civil aviation authority as "IASA Category 2" (Does Not Meet ICAO Standards). This "wake-up call" to the country's Ministers generates the need for a project that will turn the situation around and achieve a "IASA Category 1" status (Meets ICAO Standards) as soon as possible.

Realistic and Practical

We want to emphasize that the following recommended methodology is not a theory or quackery to get a contract. It outlines the method we would use as a project manager as the quickest method to reach a sustainable effective safety oversight status. This proposal is based on implementing a system similar to one that we have already successfully implemented in a country - and, in fact, it will use the documentation and lessons learned - to further accelerate [State's] status toward IASA Category 1. We are willing to commit to hard deliverables and target dates because we are sure we can meet those outlined for our consultant team. In return, we would want all parties in [State] also commit to hard deliverables and target dates that are assigned to them. Together, we can bring about an astounding success.

Six Months to Category 1

There are plenty of nay-sayers that will tell you this is impossible. It is only impossible when the administrators do not have a clear concept of how to go straight to the objectives that make a country Category 1. In fairness to the administrators, each of the "experts" (every consultant and inspector they seek advice from) has a different solution. The children's story of the donkey, old man and young man tragically trying to adapt to the different ideas in different towns they pass through is applicable here. One path of action should be adopted and implemented with a single-minded commitment.

Six months is a possible goal when a country adopts a system that is proven to meet the eight critical elements of safety oversight, rather than trying to adapt random requirements and processes suggested by some technical inspectors. Six months is possible when the Ministers and airline executives are committed to that target. Six months is possible when a country does not get bogged down in trying to train their own inspectors. Six months is possible when you employ creditable, qualified inspectors who already understand the necessary certification evaluations and record keeping processes. Six months is possible when the project managers stay focused. we want to underline again: six months is a do-able target.

Synopsis of Key Elements

  • Implementation of effective law that meets ICAO recommendations and supports a range of resolution and enforcement options.
  • Adoption of regulations provided by consultant team
  • Setup of CAA structure to support local and consultant inspectors
  • Use of already qualified consultant inspectors to accomplish certification of the airlines that fly to the USA or codeshare with USA air carriers.
  • All inspectors will use the certification, record keeping and filing system provided by the consultant team.
  • An annual minimum required inspection program will be implemented for all operators and aviation organizations
  • Implementation of computer network and databases to track certification, surveillance and resolution of safety issues.
