Airline Certification
- Gary Perkins, Vince Lepera, Larry Lee, Bill Burnett were intimately involved in the development, publishing and submission of a formal application for a new start airline. That submission was accepted by the FAA and that certification has moved into the Safety Assessment Phase.
- George Washington University has asked Gary to submit a proposal for an .Airline Certification. training seminar to explain the process and methodology for airline certification. This should be an excellent program because Gary is well oriented in .how-to-do-it. methodology; rather than just theoretical lectures.
- Gary and Bill Burnett also led the certification planning (using MS Project) for the principals of a proposed airline. The plan, with its timelines, resource requirements and costs was incorporated without change into the business plan that was sent to the investors for consideration.
- Gary also orchestrated (with two other sub-contractors) the .self-audit. of a formal application package for another start-up airline. While the client did not incorporate all of Gary.s recommendations, the package was accepted by the FAA.
Database for Civil Aviation Authorities
- This was the year that the CASORT database proved to be a useful CAA tool without requiring the on-site presence of our instructors (although Gary did teach two on-site training courses for inspectors).
- The CASORT database is now issued as auto-run installable software and is in use by nine CAAs. It has proven to be very stable for recording inspector activities, inspections and evaluations, and tracking identified safety issues.
- It is currently available in an English version. A Spanish version is being prototyped.
Safety Audits
- Vince Lepera and Larry Lee were involved as airworthiness team members in two major overall safety and regulatory audits of large air carriers.
- Gary also worked in concert with a company & consultant team at an existing cargo airline to provide audits and rewrites of their operations manuals to incorporate the FAA Safety Attributes Inspection documents.
- Vince and Gary also conducted an audit of a medical transport organization. The details of the subsequent report startled the doctors who were flying on those aircraft.
Safety Oversight Happenings
- Gary Perkins is still participating in the George Washington University Summit Program. The latest session was a .super. summit of regional safety oversight organizations in Washington, DC.
- Larry Vaughan assisted a Caribbean country in the installation of their law and regulations.
- Gary and Larry Lee were sub-contracted to assist a prime contractor in his assessment of a Central American country.s civil aviation organization.
- Gary and Vince were sub-contracted to assist a prime contractor in his assessment of a Caribbean country.s civil aviation organization.
Expert Witnesses
- Vince Lepera performed two expert witness assignments in 2004 on airworthiness issues.
- Gary Perkins performed one expert witness assignment in 2004 on the operations issue of logging mechanical irregularities after flight.
Other Activities
- Bill Burnett continues to steadily issue manuals for FAA certification under FAR 135 (air taxi) and FAR 141 (repair stations). He recently branched off into fractional operations.
- Vince and Larry Lee renewed their FAA Designated Airworthiness Representative status for another year.
- Laura Sherman has joined the team bringing extensive publishing, editing and organizational skills to our operation.
